The Inspector is responsible for providing safety oversight for the Air Navigation Services and appropriate elements of Aerodrome operations to ensure continued compliance with the applicable Jamaican Civil Aviation Regulations and ICAO Annexes 1, 2, 3, 4, 5, 11, 12, 14 and 15 as well as conduct regulatory investigations of accidents and incidents in accordance with International Civil Aviation Organization (ICAO) Annex 13.
QUALIFICATIONS & EXPERIENCE
B.Sc. level qualifications related to management or equivalent professional qualifications related to Aviation Management, Airport Management, or Air Navigation Services.
Five (5) years’ progressive aviation professional experience involving provision, planning or management in an Air Navigation Service Provider (ANSP).
Hold or have held an Air Traffic Control Licence with ratings for Approach or En-Route Surveillance.
Basic knowledge of Instrument Flight Procedure Design (IFPD) based on ICAO Procedures for Air Navigation Services – Operations (PANS OPS) with emphasis on (Performance Based Navigation (PBN), Area Navigation (RNAV), Satellite Based Augmentation Systems (SBAS), Ground Based Augmentation Systems (GBAS).
KEY TECHNICAL/OCCUPATIONAL COMPETENCIES
Knowledge of the requirements of Jamaican Civil Aviation Regulations, and ICAO Standards and Recommended Practices (SARPs) contained in Annexes 1, 2, 3, 4, 5, 11, 12, 13 , 14 and 15
Knowledge of the ICAO Integrated Safety Management Program including familiarity with aspects of State Safety Program (SSP) and Safety Management Systems (SMS).
Knowledge of audit and inspection of ANSPs and quality management procedures
Knowledge of ICAO Global Air Navigation Plan (GANP)
Knowledge aeronautical data exchange models, automation, geographic information systems and cartography.
Knowledge of Communication, Navigation and Surveillance (CNS) and Meteorological systems and procedures as well as the organizational requirements for service provision
KEY NON-TECHNICAL COMPETENCIES
Good investigative and analytical skills
Good problem solving and decision making
Good planning and organizing
Good oral communication and writing skills
Provide regulatory and safety oversight for all Air Navigation Service Providers (ANSP), in Jamaica.
Carry out routine and non-routine inspections, monitoring and surveillance of the day-to-day operations of all ANS facilities, providing reports and recommendations as necessary.
