Air Services Authorization
Operators seeking to provide commercial air services must secure the requisite licenses or permits.
Licenses are required for scheduled services, while permits are required for non-scheduled flights.
The type of permit required is dependent on the nature of the requested operation and can be categorised into:
- Ad-Hoc Permits for carriers operating short-term, or one-off non-scheduled (i.e., charter) services.
- Scheduled or Series Charter Permits for regular, ongoing scheduled or charter services.
To apply for either permit, please complete the required application form.
Required Documents:
All applicants must submit the necessary documents, including certificates, operator specifications, and security programmes.
Step A: Complete and sign the appropriate application form:

Pax Liability
Pax Liability is determined by multiplying $120,000 USD by the number of passengers on board the aircraft.
Public Liability
MTOW 3402kg (7500lbs) or less = $500,000 USD
MTOW more than 3,402kg (7,500lbs) and less than 8,165kg (18,000lbs) = $100,000,000 USD
MTOW greater than 8,165kg (18,000lbs) = $100,000,000 plus an amount determined by multiplying $50 USD by the number of kilograms by which the maximum permissible take-off weight of the exceeds 8,165kg.

- Certificate of Insurance
- Certificate of Registration
- Aircraft and Route Authorization Sections of the Operations Specification
- Radio Station Licence
- Noise Certificate
- Approved Aviation Security Program, In accordance with Civil Aviation Regulation, 2012, Twentieth Schedule, Sections 20.016-20.018. (submitted directly to falavsec@jcaa.gov.jm), or
- Letter of Confirmation of usage of Aircraft Handler’s Aviation Security Program – Applicable for all Ad doc Operations
- Proof of Designation for:
- First time applicants for schedule services
- Some applicants for non-scheduled service in accordance with the provision of the Bilateral Air Services Agreement between Jamaica and their State
- New Jamaica AOC applicants will require additional information such as:
- Proof of Citizenship
- Proof that the operation is substantially owned by nationals of Jamaica
- Memorandum and Articles of association
- Proof of Share Capital Ownership
- Proof of Funds
- Business Plan
Payment: Pay fee of US$300.00 for the Publication of Operations, aiming to exceed 30 days.
Allow for Representations or Objections: Allow 14 - 21 days for objections, as per Regulation 8 of The Civil Aviation (Air Transport Licensing) Regulation.
